    During his presentation, Dr. Rodan will be providing insights on the following topics:

      • Changes your agency can implement to make the environmental protection program more robust
      • Resources that your agency will need from ACIL to effectively respond to immediate needs, such as localized drinking water issues, an industrial spill, or massive contamination and cleanup challenges
      • Determining your agency’s top priorities for the remainder of the Administration’s term
      • Looking closer at the changes to the Waters of the United States (WOTUS) program and how they have affected enforcement at a state level
      • Finding ways your agency can increase its support for implementation of new technologies that are more protective of the environment For example, some items of interest may be: new flue gas or wastewater treatment technologies, analytical technologies that facilitate an improved and faster clean-up of contaminated sites, and revolutionary groundwater/well water treatment technologies to improve drinking water quality.



    Biography: Dr. Bruce Rodan is the Associate Director for Science for the Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA). Dr. Rodan’s role in ORD is to advance the broad spectrum of human health and ecological research activities conducted at EPA. Prior to his current role with ORD, Dr. Rodan worked for six years at the White House Office of Science and Technology Policy (OSTP) as the Assistant Director for Environmental Health. While at OSTP, Dr. Rodan led and engaged in a broad variety of White House and interagency priority actions, including advancing chemical toxicity research and occupational and environmental health, coordinating the President's initiative to improve pollinator health, and responding to public health threats such as Ebola and Zika. Dr. Rodan lead efforts to foster open innovation challenges to mitigate sources of water pollution, along with supporting research on climate change and human health, ecosystem services, drinking water quality, and energy-sector technologies. Dr. Rodan was also an Assistant Center Director in ORD’s National Center for Environmental Assessment and Senior Scientist in the Office of Science Policy. He initially came to the EPA as a Fellow with the American Association for the Advancement of Science. Dr. Rodan is a physician with Masters Degrees in Environmental Studies and Public Health.

    During her presentation, Ms. Carnahan will be addressing her publication entitled “NIST’s Special Publication 2000-02 Conformity Assessment Considerations for Federal Agencies.” Additionally, she'll be addressing NIST’s plans for updating conformity assessment or more formally: 15 CFR 287 (NIST Guidance to Federal Agencies on CA Activities, from 2000).


    Biography: Lisa Carnahan, a computer scientist at the National Institute of Standards and Technology, is responsible for helping to develop standards and conformity assessment programs in the public and private sectors to meet key national needs. Lisa’s focus areas include health information technology, cyber security and personal protective technologies. She currently serves as the NIST lead on conformity assessment aspects of the NIST Cybersecurity Framework and Privacy Framework efforts. She consults to the Directors of the US HHS Health Information Technology Certification Program and the US HHS National Personal Protective Technology Laboratory. She is the Convener of the US Interagency International Cybersecurity Standardization Working Group. With her NIST colleague Amy Phelps, she recently completed updates to NIST’s key documents for understanding and applying conformity assessment concepts in the federal government.

    Biography: Chris is the CTO and leader of CABEM’s Software Solutions division. As CTO, Chris is responsible for CABEM’s technical direction, software development lifecycle and technical staff. As the technical lead for the company, Chris’ team has successfully produced mission critical custom applications for companies and institutions of diverse markets, maturity and size. Chris utilizes his technical knowledge gained over his 15+ years of experience as a software developer and DevOps engineer to grasp the full scope of providing a software application, from architecting intuitive UI designs that fit the business need, to building a scalable server infrastructure to maintain performance and availability. He is a graduate of Northeastern University with a degree in Electrical and Computer Engineering. Prior to CABEM, Chris worked at EMC as a hardware engineer.

    Biography: Jay Fredkin is CEO at CABEM whose services include: design, development, deployment, management, security and maintenance of high value custom and product-based software solutions. CABEM’s software solutions include, laboratory management and data automation, identity theft, EPA grants and education, investment banking, intelligence/military, and music solutions. CABEM’s competency management product is presently being used to provide credentialing, compliance and training of personnel in the medical, law enforcement, certification/testing, manufacturing and construction industries. Prior to CABEM, Jay served as CEO/President at ENI which built B2B procurement software focused on the environmental, construction and water industries. Before ENI Jay was Vice President at National Technical Systems (NTS) where he worked for 18 years and held many management and technical positions. Prior to NTS, Jay worked at Raytheon in industrial engineering and production control. Jay holds a BA from the University of Massachusetts-Amherst and has taken numerous technical/business courses and seminars over the years.
